| 摘 要： | 本文从理论层面阐述了洪水管理的科学内涵,并结合防洪和减灾的现状,讨论走向洪水管理的难点、方向,并对工程规划与建设、法规法制完善与实施、工程与非工程部署、洪水风险管理、减灾行为社会化等方面应有的举措提出了具体建议。

| Abstract: | The focus of flood management and disaster mitigation in China has been transformed from flood control to flood management.The author tried to theoretically expound the scientific meaning of flood management.The current situation of flood management and disaster mitigation was analyzed and difficulties in implementing the transformation were discussed.Some solutions were proposed.The countermeasures for flood management would involve various aspects,such as flood engineering planning and construction;legislation and regulation and their implementation;structural and non-structural measures;flood risk management and the social involvement of flood prevention behaviour,etc. |
