| 摘 要： | 实施债转股是国企改革的重要举措，它兼顾了财政、银行、企业三方面的利益，受到了普遍欢迎。同时我们应该认识到债转股存在的风险，防止在债转股后可能出现新的债务，认清其化解金融风险能力的有限性，采取相应的措施化解债转股的风险，使债转股工作达到良好的效果，切实为国企改革服务。

| Abstract: | As an important policy of state-owned enterprises r eform, transformi ng debt into stocks is accepted widespread for giving consideration to the inter ests of finance, bank and enterprises. At the same time, this policy's potential risk should be thoroughly recognized. We should prevent new possible debts afte r implementing the policy, study its limitation of avoiding the financial risks and take relative effective measures to avoid these risks and make it more help ful to promote state-owned enterprises reform. |
