基于模糊评判机制的科技资源配置能力研究

摘    要:科技资源配置能力是一个地区高效运用和整合科技资源的能力,决定了该地区科技的投入产出比.立足浙江省科技发展现状,参考现有的科技资源配置能力方面的研究成果,对科技资源的内涵进行阐述.在此基础上建立科技配置能力评价指标体系,对体系中的各个指标进行模糊处理,使其更好地揭示各个指标之间的关系.计算各个指标相对重要程度,即确定各指标的权重.并将杭州地区的指标数值作为标竿,将宁波与杭州地区科技资源配置能力按照建立的指标体系模型进行评比分析,揭示宁波科技资源配置中存在的问题,为科技资源配置能力优化建设提供科学依据.

Abstract:The allocation capability of science and technology resources is the ability of making efficient use of and integrating science and technology resources efficiently in a specific district.Based on the present science and technology conditions of Zhejiang province and present research achievements on the allocation capability of science and technology resources,the content of science and technology resources is elaborated.The model for the index and assessment system of science and technology resources allocation is set up.To better demonstrate the relations among the indexes,they are treated by fuzzy processing method and their weights are calculated.A comparison between the allocation situation of science and technology resources of Ningbo City and that of Hangzhou City is carried out by means of fuzzy hierarchy evaluation,which is helpful in finding the problems and provides the scientific evidences for the optimization of the allocation capability of science and technology resources.
