摘    要:2011年中央一号文件下达后,水利部便围绕民生水利着力构建水利建设与管理四大体系的发展构思和规划。笔者从构建现代水利工程设施体系、现代化水利工程管理体系、水利工程质量与安全监管体系及河湖健康保障体系等四大体系出发,在分析目前水利工程管理能力现状的基础上,试图从借管理引进完备工程设施,以管理推进先进科学管理,凭管理监管工程质量安全,用管理维护生态保障体系等4个方面,深入挖掘水利工程管理能力再提高的空间。

Abstract:The Ministry of Water Resources put forth the development configuration and planning of making effort to configure water conservancy construction and top four management systems around the people livelihood hydraulic project after the No. 1 Document was issued by the central government in 2011. From the configuration of modern water conservancy project construction system, modern water conservancy project management system, modern water conservancy project quality and safety monitoring system and river and lake health security, relying on the long-term management experience worked in basic level, the author tried to bring in complete project facilities by means of the management, to push on the advanced and scientific management and to improve project quality by monitoring and to maintain the ecological security depending on management, based on the analysis for existing status of hydraulic project management capacity system, so as to probe deeply the improving space of water conservancy project management capacity.
