| 摘 要： | 低利率政策优化资源配置起着积极作用，但我国目前由于储蓄利率弹性和投资利率弹性的原因，阻碍了这种积极作用的发挥，应采用相应的措施，充分发挥利率的固有功能。

| Abstract: | Low interest rate policy plays an active role in optimizing resource setup. However, this kind of active role cannot be put into full play because of the elasticity of saving interest rate and investment interest rate. It is suggested that we should take corresponding measures to bring the intrinsic function of interest rate into full play. |
