具有节能减排内核的电力市场新模式

为进一步做好节能发电调度与电力市场建设的衔接工作，充分发挥市场机制在统筹配置电力资源方面的基础作用，文中从理论上证明了节能发电调度与电力市场模式衔接的必然趋势和前提条件，提出了“能耗权交易”和“能耗折价标准”概念，实现了能量、能耗、排污三者统一的货币评价标准。在此基础上测算了发电企业外部成本，提出了电力市场外部成本内置法。该方法将发电内部成本、超标能耗外部成本、污染排放外部成本三者统一到社会综合成本的框架内，按照社会综合成本最小化目标来优化调度发电机组。模拟计算及实证分析表明，该方法在有效控制能耗水平和污染总量的同时，实现了社会综合成本最小化，是值得推荐的一种新的电力市场模式。
