| 摘 要： | 温州市城区防洪堤工程施工质量管理的组织建设、技术保障、思想保证及质量管理过程中，通过构建建设单位的质量检查体系，监理单位的质量控制体系，设计和施工单位的质量保证体系以及政府部门的质量监督体系四级管理网络，有效地促进了工程建设质量的提高．运行中应处理好各质量管理层次之间的关系，规范管理行为，配足配齐质量检验仪器设备，确保良好运作状态．

| Abstract: | The 4-scale quality management system in the flood protection dike project, conducted by constructor, monitor, designer and the government, is posed out in the paper. The countermeasures are also discussed on how to organize the construction, to supply the equipment and to ensure the technological index in order to guarantee good condition. |
