| Abstract: | In the practice of establishing a new Baogang, the view of making developments scientifically must be turned into action, and the environment of the innovations in science and techniques should be analyzed. In this paper, in order to increase Baogang's core competitive ability, a train of thought of strengthening the idea of innovation in science and techniques, cultivating innovative personnel and transferring to a innovation system and mechanism is put forward. |
