关于技术创新环境建设的思考

随着中国加入世贸组织，我们将全面参与世界市场的竞争，而技术创新的胜负是决定这场竞争成败的关键。要加强技术创新，必须进行机制环境建设，确立企业是技术创新的主体，从机制上为企业创造一个建立在市场经济基础上的良好的技术创新环境；要加大技术创新法制环境建设，加大对技术创新成果的保护；要重视技术创新人文环境建设，围绕人才战略实施，改革人才激励机制，充分体现技术创新人才的创新价值；推进技术创新经济环境建设，建立国家技术创新的政策扶持机制和建立完善的科技创新融资体系。

PONDERING OVER THE CONSTRUCTION OF ENVIRONMENT FOR TECHNOLOGICAL INNOVATION

As China has entered into WTO,we will participate in the overall competition of global market,in which technological innovation plays a critical role.To enhance technological innovation,we must conduct systematic and environmental construction,establish the concept that enterprise is the main body of technological innovation,and create an excellent market economy based technological innovation environment for the enterprise from the aspect of system.In addition,the construction of environment for technological innovation should be intensified,the protection of technological innovation achievements should be strengthened,the construction of human environment for technological innovation should be attached with importance,and the talent motivation system should be reformed by implementing talent strategy to display the innovative value of technological innovation talents.Furthermore the construction of new economic environment for technological innovation should be promoted,and national policy stand by system for technological innovation as well as perfect financing system for technological innovation should be set up.
