水利现代化评价指标体系与评价方法研究

根据我国当前水利现代化建设的特点和总体要求,通过增加水生态环境、水利法制建设和水利管理机构建设等方面的评价指标,构建了更加完整的水利现代化评价指标体系。根据该指标体系的层次结构特点,通过建立模糊聚类迭代模型,采用基于重要性互补的二元一致性方法确定权重,以避免和消除主观赋权法和客观赋权法的缺陷,确保评价成果的客观性。最后,将所构建的指标体系和模型、权重确定方法应用于浙江省、辽宁省、湖北省和甘肃省4个典型省份的评价,结果表明,2007年部分发达省份水利发展较快,这些国民经济发展较快的地区,相应的水利现代化水平也较高。

Study on evaluation index system and evaluation method for water modernization in China
