我国城市规划公众参与缺失的历史原因

从中西方现代城市规划产生与发展的历史来看，我国城市规划公众参与缺失的历史原因主要是政府干预思想突出、法制建设落后和市民社会直没有形成，而产生这些现象的根源是近代以来我国自上而下的现代化过程。公众参与是市民主动参与城市发展决策的表现，是民主化法制化社会的个反映，而不是自上而下赋予的一种权利。目前，对促进公众参与的研究，在宣传教育、机构设置、制度保障等方面的认识，还是种自上而下的表现，这显然不利于城市规划公众参与目标的真正实现。

Historical Causes for the Absence of Public Particiaption in Urban Planning in China

As is seen from the history of emergence and development of modern city planning at home and abroad,the historical causes for the absence of public participation in city planning lie mainly in interference from the government,the lagging behind of legal system construction,and non-formation of resident community, etc.The causes for these phenomena Is the top-down modernization process in modern times.Public participation is a form of democratic participation in decision making for urpan development.It reflects that the society is democratic and legalized and it is not a kind of power given from top down.However,at present the study concerning the promotion of public participation remains a top-down process in terms of understanding of publicity and education,organization establishment,and system guarantee,which is obviously not helpful to the realization of the goal of public participation in city planning.
