回顾了国家审批城市总体规划的审批历程、相关要求与成效,对建设部总规纲要审查意见要求、15个部委成果草案审查意见要求、国务院对总规成果批复意见要求进行了初步分析归纳与解读,揭示了总规审批制度的重大作用、需要进一步关注的问题,提出了审批改进方案、相关编制工作改进的构想。
