| 摘 要： | 落后产能是造成中国钢铁工业产品质量低、能耗高、污染重的主要原因。总结了当前中国钢铁工业淘汰落后产能的主要措施，分析了应用这些措施存在的问题及其产生的原因，提出了通过发挥国有大中型钢铁企业的市场控制力来淘汰钢铁落后产能的新措施，并讨论了其作用和意义，为进一步制定加速淘汰落后产能的措施提供参考。

| Abstract: | Lagging capacity of China iron and steel industry is an important cause of low product quality,high energy consumption and serious pollution.The main measures of washing out lagging capacity,the problems and reasons of these measures are presented.New measures to be implemented by are formed through controlling the market,by large and middle state owned steel plants to accelerate the washing out lagging capacity. |
