辉煌的成就灿烂的明天--我国农村水电建设回顾与展望

建国50多年来，特别是改革开放以后，我国农村水电发展迅速，在农村经济社会发展中发挥了十分重要的作用，取得了举世瞩目的成就。回顾过去，历史的经验十分宝贵，对今后农村水电的发展具有重要的指导意义。在全面建设小康社会加快推进社会主义现代化建设的新形势下，农村水电既肩负着历史重任，又面临难得的机遇，发展潜力巨大。要按照科学发展观的要求，科学编制农村水电发展规划，加快推进电力体制改革和科技进步，加强政策扶持，制定相关法律法规，促进农村水电和谐、有序、健康发展。

Tremendous achievements and brilliant future- retrospect and prospect of China rural hydropower construction

For the past 50 years from the founding of the P.R. China, especially after the reform and opening to the outside world, the rural hydropower business is developing very fast. It has played very important role in the rural economic and social development and has got tremendous achievements. Look back at the past, the historic experiences are big treasures, which will have important guiding significance for the future development of rural hydropower. Under the new circumstances of overall construction of wealthy society and rapid propel of construction of socialism modernization, rural hydropower not only shoulders the historic task and also is facing good opportunity with big developing potentials. We shall follow the requirements of scientific development view and compile scientifically the development plan of rural hydropower development to rapid the reform of power industry and promote the science and technology development. We shall strengthen the supporting function of policy and work out the relevant law and stipulation to encourage the harmonious, orderly and healthier development of rural hydropower.
