保护水环境与合理开发利用水资源

水是人类必须且不可替代的资源,我国北方大部分地区严重缺水,工农业生产损失巨大,生态环境日趋恶化;南方各流域交替发生洪涝灾害损失惨重,年年防洪、防汛抗旱消耗大量资源;保护水环境、节水与合理开发利用水资源、建立稳定和谐的人水关系是我国经济社会长期健康发展的根本,藏水北调是合理配置水资源的重大举措,建立全国联通水库网,仅限汛期调水、重复利用,治污后再输往沙化地区植被改善生态,是唯一能趋利避害、争取更大效益的方案,建议“藏水和南水”北调应以恢复生态为主要功能目标并与防洪协调。

Protection of Water Environment and Reasonable Development and Utilization of Water Resources

Water is prerequisite and non replaceable resources for human and short badly of in a majority of area in the north of China,which has resulted in enormous losses of industrial and agricultural production and the ecology environment worse off worse increasingly;otherwise,disastrousness caused by flood and waterlogging occurs turn and turn about in each river basin in the south,which has resulted in a plenty of resources has been consumed for the reason of control and defense of flood and resisting a drought year by year;so it is the fundamentality for our economy society to develop long and well-liking,to protect water environment,save on water,develop and utilize water resources reasonably,build up a steady and harmonious relationship between human and water.It is a important act for reasonable distribution of water resources to transfer water from Tibet to the north,as it is the only scheme that is in a position to tend to advantage and keep away from disaster to set up the reservoir network connected countrywide,in which the water transfer is limited only in flood season,utilized repeatedly and transferred to desertization area to improve ecology environment after wastewater treatment,so it is suggested that it should be regarded as the main function objective to recovery ecology while water transferred from Tibet and the south to the north and coordinated with flood control.
