缺电问题直接关系到经济社会的稳定和发展,保供电事关重大。保供电涉及到电源、电网、电力需求侧、政府等社会各层面,也涉及安全、科学、技术、效率、节约、效益、法制等方面问题。以立体思维的方法,研究社会各层面的职责和责任,以期通过社会各层面和各专业的大协作和细分工, 构筑保供电体系,实现保供电目的。

The construction of a guarantee system of supplying power by three-dimensional thinking

The problem of electric-power shortage is directly related to the stability and development of the economic society. It is very important to guarantee the power supply. The guarantee of power supply is related to power source, network, power demand side,government and other social factors. And it is also concerned with safety,science, technology, efficiency, economization, benefit, legality and so on. This paper docs research on the duties and responsibilites of all parties in the society by three-dimensional thinking. The author expects to build and guarantee power supply through granding cooperation and detailed division of all aspects in the society.
