浅谈我国城市防洪应采取的对策

目前我国防御洪涝灾害的能力大大滞后于城市社会经济的高速发展，城市建设和发展缺乏可靠的防洪安全保障，针对这种现状，本文系统地论述了我国防洪工作存在的主要问题，提出了近期我国防洪应采取的对策，即增强水患意识，落实市长负责制，抓好防洪规划，不断增加投入，制定防洪预案，清除行洪障碍和强化统一指挥。团结治水等。根据我国城市防洪的发展趋势，本文还提出了远期应采取的即确定防洪综合治理的思想，将城市防洪工作纳入法

On Counter-measures for Flood Prevention in Cities of China

At present,the ability of flood disaster prevention in cities of China greatly lags behind the rapid development of society and economy,the construction and development of cities lacks reliable safety ensurence in flood prevention. In accordance with the present situation,the paper systematically details main problems existing in flood prevention work in cities of China,puts forward counter-measures in the near future for flood prevention as follow: raising consciousness of flood;implementing mayor's responsibility system;doing the planning work of flood prevention better;increasing input continuously flaying out scheme for flood prevention;removing obstacles in river channel;strengthening flood prevention in unison. According to development tendency of flood prevention in cities of China,the paper also puts forward counter-measures at a specified future date for flood prevention as follow:establishing the thought of comprehensive harnessment for flood prevention in cities,putting the flood prevention work in cities into the orbit of legalization,systematization and standardization; setting up mordernized warning and prediction system for flood prevention;steadly establishing and perfecting insurance system for flood prevention in cities.
