溪洛渡水电站库区移民自行安置方式刍议

大中型水电工程建设移民安置面临库区环境容量严重不足的问题，移民自找门路安置可能成为今后主要的安置方式。为探寻自行安置方式在实施过程中的适用性，以溪洛渡水电站库区移民自行安置方式为例，用定性研究方法对自行安置方式的优势及存在的问题进行分析。认为在一定条件下，自行安置可以作为水电工程移民的一种主要安置方式，并在政策和实施层面提出了建议。

Discussion on Self-resettlement of Emigration in Reservoir Area of Xiluodu Hydropower Station

In the development of medium and large scale hydropower projects , the self-resettlement of emigration in res-ervoir area may become the primary way of their reallocation because of the limited environmental capacity of the reser -voir area.The practice of self-resettlement of emigration in reservoir area of Xiluodu hydropower station is analyzed qual-itatively .The applicability , advantages and existing problems are discussed .It shows that the self-resettlement could be adopted as a primary way of emigration in hydropower projects under certain circumstances .Some advices are given for the policy making and its implementation .
