中心镇小城市化的理论分析与江苏实践的思考

对中心镇小城市化的战略缘起、发展趋向和实施路径进行了理论探讨,认为这一发展方向符合东部发达省份城市化与新农村建设的阶段需要。针对江苏实际,有选择地推进中心镇小城市化,有利于为城市区域化发展提供新空间,为县域经济增长提供新载体,为新农村建设提供新突破。通过对江苏中心镇小城市化面临的规模经济、内生动力、区域中心性、公共服务和规划建设等方面问题的分析,提出了优先发展、壮大规模、培育产业、延伸服务和优化环境等思路,并就体制机制创新提供了相关政策建议。

TRANSITION OF CENTRAL TOWN TO SMALL CITY: THEORETICAL ANALYSIS AND PRACTICE OF JIANGSU

This paper makes a theoretical analysis of the origin, development direction and implementation approaches of the transition of central town to small city. It argues that this transition answers to the demand of developed provinces in southeast China for urbanization and new socialist countryside construction. Based on the practices in Jiangsu province, it finds that selectively promoting the transition of central towns is favorable to provide new spaces for urban regionalization, new platform for economic development, and new breakthrough for new countryside construction. Through the analysis of the economics of scale, impetus, centrality, public services, and planning and constructions in the transition, it presents ideas such as supporting the transition of more competitive towns, expanding the development scale, fostering new industries, spreading the services and improving the environment and so on. It also makes suggestions on the institution innovation.
