| 摘 要： | 本文回顾城市住宅维修改造的历史沿革，指出体制、机制落后导致住房普遍失养失修，降低了其使用寿命和居住品质，造成了巨大的资源浪费，提倡以科学发展观为指导，重新认识思考住宅维修改造。

| Abstract: | This paper reviewed the reform of urban residence, pointing out that most dwellings can not receive proper maintenance due to the lagging behind management system, which reduces the durability and quality of the houses and causes a huge waste of resources. It proposes that we should reconsider the maintenance and reform of residence with a scientif ic outlook on its development. |
