| 摘 要： | 近年来,气候异常、极端天气事件、地震、泥石流等自然灾害频繁发生,作为城市,如何防范自然灾害的侵袭,并最大限度的减少公众生命财产损失成为一个亟待解决的问题。本文从四个方面初步探讨了城市灾害预警系统、城市安全的有关问题:首先简述了城市灾害预警系统的概念及建立的可能性,然后描述了系统的基本构成,接着初步设计了城市灾害应急管理指挥体系,并阐述了政府在城市灾害预警系统中的职责。
