"十一五"电力环保与资源节约规划探讨

摘    要:全面、简要地总结了中国电力工业“十五”期间的环保与资源节约状况,分析了目前存在的主要问题;根据“十一五”电力发展的预测和建设资源节约型、环境友好型社会的要求,分析了电力环保与资源节约的主要任务,提出了制定规划的基本思路、原则、目标和法规、政策及管理措施建议:(1)调整电源结构,加快技术改造;(2)夯实工作基础,加强科学决策;(3)推进科技创新,强化污染控制;(4)落实经济政策,发挥市场机制;(5)配套法规标准,发展循环经济;(6)依法严格管理,强化行业自律。

Abstract:This paper briefly introduced the overall environment protection and resources saving status in the field of power industry during the 10th Five-year Plan,analyzed the existing main problems.Based on the forecast of electric power development during the 11th Five-year Plan as well as the requirements of resource-saving and environment friendly society construction,this paper also discussed the main tasks during this period and proposed the basic idea,principle,goal of the plan,and the policies,regulations and management measures as well.This includes the following aspects: adjusting the power sources structure and accelerating technical upgrading;compacting the foundation and enhancing scientific decision;promoting the technical innovation and pollution control;carrying out economic policies and employing market mechanism;issuing regulations and standards as well as developing cycling economy;strengthening the management in accordance with laws and the self-disciplining inside the industries.
