| 摘 要： | “十一五”前三年本市第一、二产业节能效果显著，全市单位GDP能耗持续下降，基本完成“十一五”节能的分解目标。“十二五”期间随着第一、二产业节能潜力的减少，全市节能工作重心将转移到所占比重越来越高的第三产业，而交通行业是第三产业中的能耗主体。本文根据对上海交通能耗发展情况及特征进行的分析．提出了相关节能措施及建议。
