施工阶段是使工程设计意图最终实现并形成工程实体的阶段，也是最终形成工程产品质量和工程项目使用价值的重要阶段。施工阶段的质量控制是一个由对投入的资源和条件的质量控制，进而对生产过程及各环节质量进行控制，直到对所完成的工程产品的质量检验与控制为止的全过程系统控制过程。因此施工阶段的质量控制不但是施工阶段各参建单位控制的主要内容，也是工程项目控制的重点。
