Since reforming and opening, state enterprise becomes focus of all society. After the arising of foreign enterprise and share-enterprise, the realizing form of state property has been changed, which bring about the debate about the concept of state-enterprise and appearing the theory of broad sense state-enterprise concept and narrow sense state-enterprise concept. State-enterprise has specific meaning, which is independent enterprise form. In our country, state-enterprise only refers to the wholly state-owned companies established in accordance with enterprise law and corporation law, excluding holding company and joint stock company. State enterprise has its superiority, which should be legislated alone.
