摘    要:随着国土空间规划编制和生态文明建设工作的展开,着力保护生态系统已经成为全民共识,构建科学有效的生态安全格局对保护生态系统稳定和区域可持续发展具有重要意义。基于多规合一的内涵,本着“一张蓝图”的原则,将城镇开发边界线、耕地保护红线和生态环境保护红线的划定与生态安全格局构建方法融合,构建哈尔滨的生态安全格局。研究应用三线划定的研究方法来综合识别生态空间,以期为哈尔滨空间规划和生态文明建设提供参考及决策支持。

Abstract:With the preparation of territorial spatial planning and the construction of ecological civilization,increasing protection of the safety of the ecosystem has become the consensus of the whole people.Constructing a scientific and effective ecological security pattern is of great significance to protecting the stability of the ecosystem and regional sustainable development.Herein,based on the concept of multi-plan integration and the goal of"a blueprint",it integrates urban growth boundary,cultivated land protection red line,ecological environmental protection red line,and ecological security pattern to construct the ecological security pattern of Harbin.The research applies the research method of three-line delineation to comprehensively identify the ecological space,to provide reference and decision support for the spatial planning and ecological civilization construction of Harbin.
