严寒地区节能监测和节能量核定数据在公共机构能耗定额指标修正中的应用研究

2019年国家机关事务管理局印发了《公共机构能耗定额标准编制和应用指南(试行)》,用于指导全国各省市制定适合本地实际情况的《公共机构能耗定额标准》。在黑龙江省公共机构用能定额标准编制过程中,近5年的公共建筑节能监测平台数据和公共建筑节能改造项目节能量核定数据在修正统计数据,处理特殊用能,合理设定能耗定额值等方面可以发挥重要作用。通过统计、监测、核定三类数据的分析研究,对严寒地区公共机构能耗定额指标中单位面积供暖能耗和特殊用能修正给出应用建议,从而更加科学的设定严寒地区公共机构能耗定额指标。

STUDY ON THE APPLICATION OF ENERGY SAVING MONITORING AND ENERGY SAVING VERIFICATION DATA IN THE ENERGY CONSUMPTION QUOTA INDEX REVISION OF PUBLIC INSTITUTIONS IN SEVERE COLD AREA

In 2019,National Government Offices Administration(NGOA)issued the Guidelines for the Preparation and Application of Energy Consumption Quota Standards for Public Institutions(Trial),which is used to guide provinces and cities in China to formulate Energy Consumption Quota Standards for Public Institutions suitable for the local actual situation.In the establishment process of such standard in Heilongjiang Province,the energy-saving monitoring platform data and the energy-saving verification data of public building energy-saving renovation projects in the past five years played an important role in the correction of statistical data,processing of special energy consumption,and reasonably setting the energy consumption quota value.Furthermore,through the analysis and research of statistics,monitoring and verification of three kinds of data,this paper gives application suggestions for the correction of heating energy consumption per unit area and special energy consumption in the energy consumption quota index of public institutions in severe cold area,so as to set more scientific energy consumption quota index of public institutions in severe cold area.
