杭州市水利工程管理养护经费现状分析及政策建议

对杭州市大中型水利工程管理养护经费组成的调研表明，水利工程管理养护经费省市补助资金差距较大，且“两项经费”不能足额到位，降低了水利工程管理整体水平．据此提出两套建议方案，其中方案一为采用水利建设资金补助，方案二为采用农田水利建设资金补助．并认为在目前水利建设资金比较紧张、农田水利建设资金相对宽裕的现实情况下。优先推出方案二的试行政策，加快推进杭州市水利改革进程。

Analysis and Policy Recommendations on Hangzhou Hydraulic Engineering Management Maintenance Funds

Hydraulic engineering is an essential part of industrial and agricultural production and people＇s living infrastructure. The survey on the composition of management maintenance funds for Hangzhou＇s large and medium-sized water conservancy projects shows that the provincial grants and the city grants for water conservancy facilities maintenance are severely depleted, reducing the overall level of management for water conservancy projects. Two proposals are put forward in order to guarantee the city hydraulic engineering operation management and maintenance by adopting efficient operation mechanism on funds subsidies of water conservancy construction and farmland irrigation construetion.
