| 摘 要： | 煤与瓦斯突出危险煤层的放顶煤开采有严格的法规限制，限制主要是从安全上考虑的。理论分析表明，放顶煤开采技术与分层开采技术相比，并不增加工作面的突出危险性。高瓦斯突出煤层的放顶煤开采是一个需要认真研究的课题。煤与瓦斯突出煤层的放顶煤开采不应由法规来禁止，而应通过大量的科学实验推动技术进步，达成工作面生产的安全高效。

| Abstract: | There are strict regulations in top-coal caving mining with hazard of coal and gas outburst.The main reason is the problem of safety.But analyzed according to frame of reference compared with other method,top-coal caving mining is not more dangerous than coal and gas outburst.In the practice there are several mines that have succeed in mining height seams with coal and gas outburst by the method of top-coal caving.Even now there are some coal mine experimenting the method of top-coal caving mining coal and gas outburst seams.Top-coal caving of the coal seam with coal and gas outburst hazards should not be prohibited by regulation.Great progress of top-coal caving ought to be made by science and technology,and the goal of safety and profit of production can be gotten.The method of top-coal caving with outburst hazard is an important item that needs serious research. |
