湖南秀美林场评价体系研究

摘    要:采用层次分析法(AHP法)构建了湖南秀美林场评价体系。以林场资源、建设管理、品牌形象为准则层,生态环境、景观资源、基础建设等7个指标为要素层,最终确定森林覆盖率、林木蓄积量、山体景观、可达性等35个评价指标,通过构建判断矩阵计算各层次指标权重。分析结果表明:准则层权重排序依次为B_1林场资源(0.597 1)、B_2建设管理(0.274 3)、B_3品牌形象(0.128 6);要素层权重总排序前三依次为C_1生态环境(0.361 6)、C_2景观资源(0.235 5)、C_3基础建设(0.164 1);指标层权重总排序前五依次为D_1森林覆盖率(0.144 1)、D_2林木蓄积量(0.081 4)、D_7山体景观(0.075 9)、D_8水体景观(0.064 7)、D_3PM2.5(0.052 7)。选取苏仙岭国有林场作为实证地对该评价体系进行验证,结果显示该评价体系能够反映秀美林场建设情况,具有一定的可行性,并结合分析结果对湖南省秀美林场建设提出了建议。

Study on the Evaluation System of Forestry Afforestation in Hunan Province

Abstract:An analytic hierarchy process (AHP) has been adopted for the establishment of the evaluation system of forestry afforestation in Hunan Province. Taking forest farm resources, construction management, and brand images as the criterion layers, and taking seven such indicators as ecological environment, landscape resources and infrastructure as the factor layers, 35 evaluation indexes including forest coverage, forest stock, mountain landscape and accessibility can be finally determined, with the weight of each index level worked out by constructing judgment matrix. The results show that the weight ranking of the criterion layer is as follows: forest resources(B1=0.597 1), construction management (B2=0.274 3), brand images(B3=0.128 6); the first three indicators of the weight ranking of the factor level are as follows: ecological environment (C1=0.361 6), landscape resources(C2=0.235 5), infrastructure construction(C3=0.164 1); the first five indicators of the weight ranking of the index level are: forest coverage (D1=0.144 1), forest stock volume (D2=0.081 4), mountain landscape (D7=0.075 9), water landscape (D8=0.064 7), PM2.5 (D3=0.052 7). With Suxian Ridge, a state-owned forest farm, our selected target as an empirical test to verify the evaluation system, the results show that the evaluation system can reflect the situation of the forestry afforestation in Hunan Province, thus verifying its feasibility to a certain degree. Ultimately combined with the analysis results, some proposals have been given for the forestry afforestation in Hunan Province.
