摘    要:为促进我国中小食品企业的健康发展,在对中小食品企业的卫生状况进行总结和原因分析的基础上,重点提出政府对中小食品企业缺乏政策扶持是这些企业生存状况艰难的一个重要的外部原因。借鉴国际社会对中小企业的扶持趋势,介绍了一些国家和国际组织的指南、法规和政策。提出了贯彻落实《中华人民共和国中小企业促进法》的实施,扶持中小食品企业健康发展的建议,拟为政府部门的监管方式提供启示。

Abstract:For helping small and middle food businesses to develop their hygienic conditions and the cause are summarized and analyzed. The lack of policy support by the government is stressed to be one of the important external causes of their difficult living status. Referring to the international trend of supporting such businesses, some guidelines, regulations and policies of WHO and several developed nations are introduced. A few suggestions on how to faster small and middle food businesses are offered to enforce the Regulation on Small and Middle Businesses Promotion, and to consummate the supervision of food production by government agencies.
