Algorithm for the Wigner distribution of noisy signals realisation

A simple robust algorithm which efficiently represents signals with a very high amount of noise is presented, according to the expressions for the mean, variance and the optimal window width of the Wigner distribution estimator. Its application in time-varying filtering is illustrated
