城市公共物品建设中的投融资体制

城市公共物品是城市经济中具有基本承载作用的产业群体，但其建设一直存在巨大的资金缺口在投资主体由单一政府转变为市场多元化的过程中，建设过程一直存在多种障碍。文章在简要回顾公共物品建设的投融资制度演进后从机制法制的角度探讨了投融资的体制存在的问题，并提出了未来的发展方向。

Investment System in the Construction of Urban Public Goods

Urban public goods serve as the base of the ur-ban economic development. However there has been aninvestment gap between supply and demand for a long time.During the course of the transforming of main investor fromthe government only to multiplicity, and to the marketlization,the construction of public goods has confronted all kinds ofdifficulties. After a brief review of the evolution of the in-vestment system of urban public goods, the author makesan exploration on the problems of the system from the as-pects of mechanism and law, and consequently suggestionson the orientation of future development.
