净水资源利用率的计算及阈值的讨论

摘    要:目前关于水资源开发利用程度衡量指标较混乱,本文对现有水资源利用率的概念和计算公式进行了评述。针对目前关于水资源利用率概念不清及其阈值界定不明确的缺陷,提出了净水资源利用率的概念及计算方法,并从干旱区河流水资源利用率阈值分析入手,阐述净水资源利用率的计算方法及其阈值大小。分析结果认为,净水资源利用率合理阈值为30%,极限阈值为40%;这一阈值适用于一般河流,包括干旱区河流。净水资源的概念及相关的阈值既统一了水资源利用程度衡量指标,也统一了干旱区河流和湿润区河流的各种情况。
