油气管道风险管理的哲学思考

从哲学角度对油气管道风险管理的内在规律和未来发展作了以下探讨。①管道风险的客观性；②油气管道风险管理中的普遍联系，必须考虑各种影响管道事故的因素；③即以预先危险性分析为例的管道风险定性分析方法，以及基于个人风险和社会风险的定量分析方法的统一；④管道风险管理技术发展的动力，指出管道风险管理应以满足我国经济和社会发展对安全的需要为基础；⑤管道风险管理中存在的学科分化与综合，认为应结合其它学科技术特别是信息技术来分析和处理安全问题。认识并遵循管道风险管理的规律，对促进管道的安全运营、提高管道风险管理技术和水平、保障人们的生命和财产安全具有重要作用。

PHILOSOPHICAL THINKING ON RISK MANAGEMENT OF OIL AND GAS PIPELINES

From the perspective of philosophy it is discussed the intrinsic laws of pipeline risk management and the directions of its future development. It is discussed in several aspects as follows: 1) it is pointed out the objectivity of pipeline risk; 2) based on the universal relation among pipeline risk management, all kinds of factors which might result in pipeline accidents should be all taken into full consideration; 3) it is analyzed the unification of qualitative analysis and quantitative analysis of pipeline risk, taking as examples the PHA (Preliminary Hazard Analysis) based qualitative analysis and individual/societal risk based quantitative analysis. 4) the drive of the development of pipeline risk management technology, pipeline risk management must meet the need of social development; 5) it is proposed that pipeline risk management ought to combine technologies in other fields, especially information technologies, because there exists the integration and disintegration of risk management subject. It is important to realize and obey the rules of pipeline risk management for reducing pipeline risks, for improving the risk management technologies, and for protecting people and assets from potential accidents.
