| 摘 要： | 在建设高水平大学的过程中，由于高校之间的起点不同，制约因素也不同。就大多数高校而言，只有努力推进内部管理体制创新，建立有效的管理和激励机制，夯实基础，坚持有所为、有所不为的发展战略，实施特色兴校，才能走出一条跨越式的发展之路。

| Abstract: | In the course of constructing high-level universities, different universities have different starting-points and restraining factors. But for most universities, they will be able to embark on a path for their leap development only when they take painstaking efforts to promote the innovation of their internal management systems, establish effective management and stimulating mechanisms, lay a solid foundation for their development, take the development strategy of giving priority to major undertakings and invigorate themselves through the building of their own characteristics. |
