贸易政策审议机制考察

TPRM是GATT实践40多年的基础上形成和发展起来的,主要以国别为基础,对成员的贸易政策进行定期审查,在透明的基础上分析和评估各成员国贸易政策和做法对多边贸易体制的影响,由此促进成员对世贸组织规则和承诺的遵守.从总体上看,TPRM运作15年来的是非常成功的,但要更好地发挥TPRM在WTO体制内的作用,我们要看到协议内部存在不和谐的地方,审议的程序也有待改进.

Study of Trade Policy Review Mechanism

TPRM has come into being and developed on the basis of over 40 years' operation of GATT. It regularly investigates the trade policies of its members, analyses and evaluates the effects of their trade policies and practices on the multi-lateral trading system for the purpose of promoting commitment to WTO rules. Generally speaking, TPRM is very successful in the past 15 years' practice. But if we want it to function more actively and fully within WTO framework, we should realize that there are some parts which are not harmonious with each other, and the review procedure has to be improved.
