民航应急管理能力建设标准化框架研究

民航系统的复杂性对民航企事业单位的应急管理能力提出了非常高的要求.民航需要应对各种威胁与灾害的发生,因此有必要建立强有力的应急管理能力.本文重点研究民航应急管理能力的标准化建设框架,通过建立8个维度的应急能力要素描述民航应急管理的重点能力要点.该应急管理能力标准化框架可用来指导各企事业单位开展应急管理重点工作,提升应急处置能力.民航监管部门可通过应急管理能力标准化框架监督指导辖区内的综合应急能力建设.

Capability Standardization Framework of Civil Aviation Emergency Management

The complexity of the civil aviation system proposes very high requirements for the emergency management of civil aviation enterprises and institutions. ICAO needs to cope with various threats and disasters, it is necessary to establish strong emergency management capabilities. This paper focuses on the standardized framework for civil aviation emergency management capabilities through the establishment of eight dimensions of the emergency management capability elements described in the emergency response capacity of civil aviation. The emergency management standardization framework is used to guide enterprises to carry out emergency management priorities and enhance emergency response capabilities. Civil aviation regulatory authorities can supervise and guide the construction of comprehensive emergency response capacity through the standardized framework of emergency management capability.
