地理信息共享价格政策诌议--各国地理信息收费政策及我国的对策分析

简要回顾我国地理信息共享走过的历程,指出信息共享中存在的问题。通过对世界各国在地理信息共享政策方面的调查研究,分析了各国现行的信息共享收费政策及其利弊。在此基础上,对我国地理信息共享中收费政策提出了建议,认为我国地理信息应该实行分类管理,对四类不同性质的地理信息数据,宜采用不同的共享价格政策,从而有助于解决信息共享中收费这个瓶颈问题,推动地理信息共享的逐步实现。

Promoting the Geography Information Sharing and Establishing the Information Country--Analysis for the Geography Information Charging Policy and the Solution of Our Country

The course of geography information (GI) sharing in China is summarized. The main problems occurred in the proceeding of GI sharing are put forward. After researching on the GI sharing policy, especially on the data charging policies of the most important countries of the world, the advantages and disadvantages of these policies are generalized. Based on the result of the research, the advices on the data charging policy of GI sharing in China are put forward. The authors think that the management of geographic information data in China should be classified into 4 classes. Each class should have a different charging policy. This will be a good solution to the charging policy in GI sharing, which will help to establish the policies of China and will promote the work of GI sharing policy of China.
