黄河是中华民族的摇篮,经济开发历史悠久,文化源远流长,曾经长期是我国政治、经济和文化中心。因此,古往今来,对黄河重大问题及其对策的研究一直是我国经济社会发展的一件大事。

Strategic Issues of the Yellow River and the Corresponding Options

The fundamental issue of the Yellow River include that flood threat is still the most serious trouble in China, contradiction between demand and supply becomes more and more prominent, ecological environment degradation not yet been reined in. The philosophy of developing and treating the Yellow River is putting flood control as a long-term but arduous task in the Yellow River development and treatment, giving priority to development and protection of water resources, regarding water and soil conservation as a fundamental measure to improve agricultural production condition, ecological environment and harness the Yellow River. All these have to be done well and preserving. It has to be followed by overall plan, rational arrangement and advancement in phases to support sustainable development of the Basin and of society and economy in other relevant areas.
