本文运用协同学的自组织原理及其对国家管制、官僚主义的分析对监理行业的发展进行了探讨。工程建设监理行业既要服务于社会目标,又要服务于市场投资主体;既要讲科学,又要讲法律;既要懂经济,又要懂技术,还要会管理。监理行业是高智力的行业,这必然要求监理企业是一个有高报酬、自主性、承担责任的主体,责、权、利协调才能保证监理行业的健康发展。政府监督要满足监理企业科学化的要求,在宏观监督的同时让监理企业有充分的科学化管理的自主性。建设投资主体干预能让监理企业有充分的公正管理的空间。

An Analysis of Engineering Supervision Industry from Synergetics

The development of the supervision industry is studied within the model of self--organization and its analysis of state control and bureaucracy in synergetics. Engineering supervision industry should serve the market investment subjects as well as the social goals. They should operate scientifically and legally, and understand economy, technology and management. The involve- ment of high intelligence makes the supervision industry a subject with independence, responsibility as well as high rewards. Only by keeping responsibility, power and benefit in harmony can the supervision industry develop healthily. The government supervi- sion is supposed to meet the demands of the supervision enterprises, making them scientific, and to make the supervision enterpri- ses independent enough to carry out scientific management while operating a macro--supervision. The intervention of construction investment subject can provide enough room for supervision enterprises to carry out the fair management.
