| 摘 要： | 从实行一部制上网电价存在问题出发，根据上网电价制定原则，构建两部制上网电价模型，将发电的固定成本和可变成本以容量电价与电量电价分开计费，借以提高电网调度的自由度，使电力系统的总成本降至最小，提高电力系统的可靠性，利于吸引投资，实现电力市场化改革目标。
