加强水电工程移民综合监理及设代工作的重要途径

国务院《大中型水利水电工程建设征地补偿和移民安置条例》及《水电工程建设征地移民安置规划设计规范》,明确了水电工程移民综合监理和综合设代工作的法定地位和主要任务。该项工作已在全国水利水电行业普遍开展。笔者通过近2 a对西北勘测设计研究院部分已承担的水电站移民综合监理和综合设代工程现场的考察和调研,充分认识到该项工作的主要内容、职责及其重要性。从而提出了进一步加强移民综合监理和综合设代工作的有效措施和重要途径。

An important way to strengthen comprehensive resettlement supervision of hydropower projects and design site representative work

In the ＂Regulations on Land Acquisition Compensation and Resettlement for Large and Middle Water and Hydropower Projects＂ and ＂Specification of Resettlement Planning and Designing for Hydroelectric Project＂ issued by the State Council,the legal status and main tasks of comprehensive resettlement supervision and design site representative work have been clearly defined.Through site visit and study of some comprehensive resettlement supervision and design site representative work undertaken by Hydrochina Xibei Engineering Corporation in recent two years,the author fully recognizes the main contents,duty and importance of the work,and proposes effective measures and important way to strengthen comprehensive resettlement supervision and design site representative work.
