丹江口大坝加高工程施工与枢纽运行安全管理

丹江口大坝加高工程是在丹江口水利枢纽初期工程基础上进行建设,工程施工地处城区,与枢纽运行并存,存在多种交叉作业,加之施工期度汛标准高,使得安全生产形势十分严竣和复杂,安全管理工作困难。在工程建设过程中,南水北调中线水源有限责任公司作为项目法人,认真履行安全管理职责,组织各有关单位建立切实可行的安全生产管理体系与协调机制,并重点在明确各自安全管理范围与责任、加大安全投入、加强安全隐患排查治理、全面落实安全生产主体责任等方面下大气力。从而在保证枢纽正常运行和安全度汛的同时,使大坝加高工程施工安全一直处于良好的受控状态。其在工程施工和枢纽运行安全管理方面的经验可供类似工程借鉴。

Safety Management of the Construction and the Hydro Project Operation in the Danjiangkou Dam Heightening

Based on the Danjiangkou initial hydro project,the Danjiangkou Darn heightening project's eonatruction site was located in urban areas, co-existed with the hydro project operation. There are a variety of crossing jobs, coupled with a high standard of flood control in construction period,which makes the safety situation is serious and complex. The Water Source Co. , Ltd of the Mid-Route Project of the South-to-North Water Transfer,as the project's legal person, has performed security management functions, established a safety management system and coordination mechanism. While to ensure normal operation and the flood season security of the hydro project,construction of the dam heightening project has always been in safe condition. The experience in the practice can be applied to the other similar projects.
