广东省节能发电调度的社会效益评估新方法

节能发电调度是以节能减排为核心,促进电力工业的产业结构调整,实现科学发展、低碳发展的调度方式重大变革.针对新形势与新环境下的节能发电调度社会效益评估问题,提出了基于情景分析的效益评估方法,分别以机组负荷率与煤耗结构的关键指标设定了均衡调度情景与历史煤耗结构情景,通过节能发电调度与非节能发电调度情景的能耗对比,评估节能发电调度的社会效益,并从调度运行模式与煤耗结构2个方面剖析了社会效益的构成.为揭示电力资源优化配置的潜力,通过设定目标煤耗率与目标煤耗结构情景,比较预想目标与现状,提出了评估节能发电调度潜在社会效益的方法.所提出的方法不仅实用性强、物理意义明确,而且适用于节能发电调度实施的不同阶段,具有重要的实践意义和应用价值.
