| 摘 要： | 本文将系统论引入能源效率研究领域,将能源效率提升视为一个复杂的系统工程.在此基础上,探究了我国能源效率提升系统的系统目标、系统结构及系统发展战略,提出了雁型能源效率提升模式及三维立体式能源效率提升战略,为我国能源政策的出台提供有力的理论依据.

| Abstract: | The paper used system theory to conduct the research on energy efficiency and regarded the strategy of improving energy efficiency as a complex system engineering.On this basis,the paper explored the objectives,structure and development of the strategy system of energy efficiency improving and proposed a flying geese model of energy efficiency and three-dimensional strategy to enhance energy efficiency in order to provide strong theoretical basis for our country's energy policies. |
