| 摘 要： | 从外部环境与内部环境两个角度 ,剖析了中国城市规划发展中的种种体制性矛盾 ,预测了新世纪中国制度环境发展的总体趋势 ,并进而从五个方面概要阐述了作者对中国城市规划制度环境创新的总体建议。最后指出城市规划制度创新的重要性与长期性 ,需要社会整体环境的改良 ,更需要规划师们积极主动的不懈努力。
