人才流动的失范及防治对策

摘    要:主要对我国目前人才流动中出现的诚信缺失、管理混乱、随意跳槽和流失严重等非常态现象及负面影响进行了分析。同时给出了柔性对策,例如加强诚信道德建设;中性对策,如向员工持续提供客户化的人力资源产品与服务、建立适当的人力资源信息管理体系、实行多元化的价值分配,以及加强知识产权的保护等;刚性对策,如加强人才流动的法制和法规建设等对策。

Abstract:Some unusual phenomena in China brain flow, such as lack of trustworthiness, inefficient internal control, job - hopping randomly, brain drain and so on, and their negative influences as well are analyzed. Corresponding countermeasures are provided. The flexible countermeasures involve strengthening morality construction. The neutral countermeasures involve providing products and services based on customization, establishing human resource information management system, using the diversifted allocation, and enhancing the patent protection brain flow. The rigid countermeasures involve strengthening the legal construction of brain flow.
