| 摘 要： | 进入21世纪，人类社会的不断进步所引发能源问题日趋严重，人类面临着越来越严重的能源危机，节约能源、保护环境是我国乃至全世界可持续发展的必然手段。为了实现这个目标，全世界都在推动第二代能源系统的建设，积极进行试点，认真进行立法准备，抓紧开发相关配套设备。但是我们同时也要清醒地意识到建设第二代能源系统不能一蹴而就。
