加速政会分开促进协会发展

为解决我国行业协会与政府之间关系不明确的问题，我国应深化体制改革，转变政府职能，减少政府对行业协会的干预，保证行业协会的独立性，切实落实行业协会的职能，重构政府与行业协会间的关系，政府要回归社会公共利益整体代表的定位，行业协会则是行业共同利益的代表，还应学习借鉴美国、德国和日本等一些行业协会发展优良的国家的优点。说明政会不分是我国行业协会发展的桎梏，加速政会分开，我国行业协会才能健康发展。

Develop the association by separating it from the government

In order to separate the industrial association from the government, a lot of measures have been carried out, such as change the government's function, lessen its inference with the industrial association, ensure the independence of the industrial association and implement its function. A new relationship between government and association should be established: government is the representative of the public's interest, while association is the representative of the whole industry's interest. This article emphasizes the necessity of learning from other developed countries, such as America, Germany and Japan etc. It also points out the mixture of government and association is the hinder to our association's development. Therefore only by separating them can our industrial association develop quickly.
